Can I require manager approval above a certain discount without upgrading to HubSpot Revenue Hub Enterprise?
Yes, if you are on Revenue Hub Professional.
A single discount threshold with a fixed approver list is a standard approval, and HubSpot ships standard approvals on Professional as well as Enterprise; what the Enterprise tier adds is branching, ordering and exceptions.
What Professional covers
Filter on a discount property, name up to 10 approvers, and choose whether one of them or all of them must sign off. HubSpot’s own worked example for standard approvals is exactly this case: "Require approval on quotes above a certain discount amount."
The same standard mechanism also covers quote amount, SKU, billing frequency, net terms, acceptance method and quote owner.
Where the Enterprise line actually falls
Three things, all of them advanced approvals: different approvers for different discount bands, an ordered manager-then-finance chain, and letting named quote owners bypass the check.
If none of those describe your policy, the upgrade is not buying you the rule you asked for.
There is still a floor, and it is honest to say so
Quote approvals only exist on the Revenue Hub quotes tool, so Revenue Hub Professional is the entry point rather than any HubSpot plan.
And every approver needs a non-view-only seat: "Users in a Revenue Hub account with a hub seat that isn’t View-only can approve standard or advanced approvals." So "without upgrading" means without going to Enterprise, not without paying per approver.
