Does every HubSpot quote approver need a paid seat?
Yes.
HubSpot’s own documentation is explicit: "Users in a Revenue Hub account with a hub seat that isn’t View-only can approve standard or advanced approvals." A free or view-only user cannot approve a quote, so every name on an approval chain is a licensed seat.
Which seats qualify
In an account holding both subscriptions, HubSpot says a core seat, a Sales Hub seat or a Revenue Hub seat all qualify. A View-only seat does not.
The seat is only the first gate
HubSpot also requires permissions: "To approve quotes, users must be a Super Admin or have both Approve quotes permissions and Edit permissions for deals."
So a person can hold a paid seat and still not appear in the approver picker. If someone is missing from that list, permissions are the first place to look.
How many seats a chain can reach
Standard approvals take up to 10 approvers on one filter set. Advanced approvals, on Revenue Hub Enterprise, take up to five sequences with ten approvers per sequence.
Every one of those people is a seat. That is the cost line most teams do not price in when they design the chain, because it looks like a settings screen rather than a headcount decision.
One case where nobody has to approve
HubSpot: "If a designated approver creates a quote, and they’re the only approver, the quote won’t require approval." With several approvers named, the creator is removed from that quote’s own approval process.
