Can HubSpot route quote approvals based on discount percentage?
Yes, and it does not take HubSpot’s top tier to do it.
Discount-based routing is a standard quote approval, which HubSpot ships on Revenue Hub Professional as well as Enterprise: you filter on a discount property, name the approvers, and any quote that crosses the threshold stops until someone signs off.
What the standard version already gives you
HubSpot’s own list of commonly used quote approval properties includes the line item Discount % and Margin, and the quote-level Total discount percent and Total Discount. It states plainly that those properties "can be used with standard or advanced approvals".
The worked example HubSpot gives for standard approvals is the discount case itself: "Require approval on quotes above a certain discount amount." You can assign up to 10 approvers to one filter set, and choose whether one of them or all of them must approve.
What still needs Revenue Hub Enterprise
Branching. Sending a 20% discount to a sales manager and a 40% discount to a VP is two conditions with two different approver sets, and HubSpot lists that as an advanced approval, which requires Revenue Hub Enterprise.
So does running approvers in a set order, and so does letting named reps skip the check entirely. Standard approvals are one filter set and one approver list, with no order and no exceptions.
The part that is not a plan question at all
Every approver costs a seat. HubSpot: "Users in a Revenue Hub account with a hub seat that isn’t View-only can approve standard or advanced approvals."
A free or view-only user cannot approve a quote, so each name you add to an approval chain is a licensed seat on the bill rather than a reviewer role you switch on.
