What counts as an approver in HubSpot standard quote approvals versus advanced approvals?

In both, an approver is a named HubSpot user holding a seat that is not view-only, with either Super Admin rights or both the Approve quotes permission and Edit permission for deals.

What changes between the two is structure: standard gives you one list of up to 10 approvers on a single filter set, while advanced gives you up to five sequences of up to ten approvers each, in priority order.

Standard approvals

One filter set built from quote and line item properties, one approver list, and a choice between "All approvers required" and "At least one approver required".

No order, and no branching. If one approver is absent under the all-of setting, HubSpot notes the quote cannot proceed without them.

Advanced approvals, on Revenue Hub Enterprise

Approvers become steps in a workflow. Priority decides who is notified when, branches decide who is asked at all, and a branch can skip approval entirely for named quote owners.

The triggers widen too: quote and line item properties such as quote amount, discount level, SKU, billing frequency, net terms and user attributes, or related objects such as deals.

You cannot run both at once

HubSpot: "You can’t turn on both standard and advanced approvals simultaneously." Moving from one to the other is a switch rather than an addition, so the standard rules you have written do not carry over as a fallback.

Nobody approves their own quote

HubSpot: "Approvers can’t approve their own quotes." If the only named approver is the person who built the quote, that quote does not require approval at all; with several approvers named, the creator is removed from that quote’s process.
