What is the difference between HubSpot legacy quotes and Revenue Hub quotes, and why does it matter for approvals?

HubSpot has two quote surfaces, and the approval features exist on only one of them.

Standard and advanced quote approvals belong to the Revenue Hub quotes tool, part of HubSpot’s AI-powered CPQ and available with a Revenue Hub Professional or Enterprise account; legacy quotes offer one option only, which is having all quotes approved by a single user.

The switch is on the seat, not only on the plan

HubSpot: "If you are assigned a Revenue Hub seat, you’ll lose access to legacy quotes. To regain access, change the seat to a core or view-only seat."

So a Revenue Hub seat takes legacy quotes away from that user, but not unconditionally. HubSpot adds that "If the setting to allow legacy quote creation is turned on, you can select which quote type to create", so an account with that setting on leaves the choice with the rep.

An account can also be paying for Revenue Hub while a rep who does not hold that seat still builds legacy quotes. Which surface a given person is working on is therefore a question about their seat and that one account setting, not about the plan on the invoice.

Why a tier upgrade on its own may not fix the approval gap

Buying a higher tier does not move quotes that already exist, and it does not change what a rep without a Revenue Hub seat sees when they click New quote.

The account has to actually be creating quotes on the Revenue Hub tool before any approval filter can match them.

What the single legacy option actually costs

It is not a cheap fallback. HubSpot gates it three ways on the same page: "A Sales Hub Enterprise subscription is required to turn on legacy quote approvals." A Sales Hub Enterprise seat is required as well, and "Super Admin permissions are required to turn on legacy quote approvals."

And it is one rule for everything: "One user in the account can be set up as an approver for legacy quotes." There is no threshold, no property filter and no second approver, so an account working on the legacy surface is choosing between approving every quote and approving none.

HubSpot also records that the legacy tool "is no longer available to new users", so for most readers this describes what an existing account still has rather than a path anyone can now take.

What to check before planning a rule

Whether the quote records your team creates carry the properties HubSpot’s approval filters key on. Its own commonly used list includes Quote amount, Total discount percent, Total Discount, Net payment terms, Acceptance method, ESign enabled and Quote approver, plus line item Discount %, Margin, SKU and Billing frequency.

If those properties are not on the records you are creating, the filter has nothing to read.
